Vincent Waller, the Creative Director on SpongeBob SquarePants, revealed and confirmed the revelation in a series of Tweets on his official Twitter profile page, @VincentWaller72, in 2016!
When asked if SpongeBob would ever gets a girlfriend in a future episode of Nickelodeon's beloved animated series, Vincent replied that it probably wouldn't happen, revealing that SpongeBob SquarePants getting a girlfriend was definitely on Stephen Hillenburg, the late creator of SpongeBob SquarePants, short list of NOs for the series.
When asked if Stephen ever experimented with the idea for just a test run, Vincent revealed that Sandy's introduction was just that! However, as the idea just didn't fit organically for them to be romantically involved, the idea was scrapped in later episodes!
If you look throughout the series - including books - you can find lots of evidence that implies that they have feelings for each other (at least on SpongeBob's part towards Sandy)! They also share many hobbies together. In fact, in the special "Truth or Square", SpongeBob and Sandy get married, albeit, for a play!
